This PDA was formed in a cooperative effort by the communities of Almira, Wilbur and Creston. They have had one major project consuming their energy for 5 years. An Industrial building was erected just west of Creston The outcome is the first completely permitted and operating biodiesel plant in the State of Washington. They received a grant for a Feasibility Study on a Trade School and a Contractors Plaza.
